Why is public intoxcation illegal?

Intoxication alters people's perception of acceptable behaviour and can make them behave in a way they wouldn't normally. Like the girlfriend cheating, normally she wouldn't dream of cheating on you but when drunk because of the altered state of perception caused by intoxication then unless she is a very strong minded/willed person she may well cheat. (That's not to say all girlfriends would).
