Public intoxication drunk in public?

Last night my friend got a public intoxication charge in Pismo Beach and spent the night in San Luis Obispo County Jail. He is not a resident of SLO county or California for that matter. He is very worried about losing his license, which is his only means of transportation to college everyday. He is out here in California visiting me and my poor buddy got arrested on his birthday. He was standing over the cliff morning the loss of our freind whose ashes were recently spread here in California and people called and said there was a possible suicide attempt . He meant no harm to others and was just remembering his fallen friend. I picked him up today at SLO jail on his birthday and he looked horribly depressed. my poor friends parents are both deceased, so he has no one really. Please any positive feedback no negativity , and how can he keep his license because I feel just horrible for my friend ? Also he did not give a blood alcohol test or did not have blood drawn. So really there is nothing against him right and he should be able to keep his license right?
